Houston’s Hurricane Harvey

I once asked a friend in Houston how he liked it. He said it was fine, except that it was in Houston. It was hot and humid and he wished it was in Austin where it was hot and dry.

Last week Hurricane Harvey dropped five feet of rain on the Houston Texas area. Infrastructure was overwhelmed leaving millions of people without food, shelter, plumbing or electricity. Like New Orlean’s Hurricane Katrina, it will take years to recover. How to deal with repeated storms and rising sea levels? Retreat. Take the hint and move to higher ground. Do not replace damaged infrastructure,  figure out where to build new infrastructure farther inland. It means creating a strong government able to care for its poorest citizens. It is something Texan Lyndon Baines Johnson would understand.
