On June 24, 2013 in San Francisco at the Commonwealth Club, Brian Michael Jenkins, the Director of Mineta Transportation Institute’s Transportation Safety and Security Center talked about his new book “When Armies Divide: The Security of Nuclear Arsenals During Revolts, Coups, and Civil Wars.” The current civil war in Syria and the possible use of chemical weapons is an example of his concern that a state’s weapons of mass destruction might wind up in the hands of a small group or individual. He also spoke extemporaneously on the continuing state of fear, the War on Terror, the Snowden case, the NSA domestic surveillance and its long term chilling effect on American democracy.
