It turns out that you can fight a global infectious disease with lots of grass roots support and basic healthcare. It is amazing that people were able to fight a disease in the 1700s without understanding germ theory or viruses. They understood the symptoms and deduced a cure. Fascinating.

Disease determines the course of civilization. Apparently he thinks the Black Death in Medieval Europe was a good thing. I still think protecting the public health is less disruptive. Considered a classic, the elaborate prose style makes it hard to read these days.
